Apple won't get 30%. They'd have to put effort into making PWAs work reliably, which they don't want, and they'd open up the opportunity to get real app-like experiences without the 99 dollars per year + 30% of sales.
There's no incentive for Apple to support this because they can only lose money. If they do release it, they'll probably make you pay for something to use all of the APIs, like for a messaging platform or for access to certain entitlements for full sensor support.
