On Linux you don't need Docker at all. You can use containerd directly (or via alternative tooling such as CRI-O or Podman). Kubernetes has already deprecated the Docker APIs and uses OCI APIs to spawn containers.

Of course you can, Docker’s play here is not about what’s technically possible. It’s about what they can convince your IT / infosec team to block.
